Search Methodology

Evaluate access, depth, current, visibility, entanglement hazards, contamination concerns, boat traffic, and other risks.
Search Plan
Determine appropriate technology, search patterns, personnel, equipment, and operational approach.

Conduct the planned underwater and/or sonar search while documenting relevant findings.
Recovery / Coordination
When a target is located, determine appropriate next steps and coordinate with the responsible agency or recovery resources when required.

Recreational scuba certification and public safety diving are different disciplines. TSR prioritizes continuing education relevant specifically to underwater search and recovery.

Alliance, Not Competition
TSR works alongside law enforcement, fire/rescue, emergency management, dive teams, investigators, and other authorized organizations when requested. That includes other public safety dive and search-and-recovery teams — the goal is more capability reaching more families, not territory. TSR does not hold law-enforcement authority and operates in a support capacity.

A Team Built to Deploy
Underwater search and recovery is ultimately about providing closure. TSR exists as a team — not a single diver with a tank — organized around continuing education, public-safety dive training, dry suit and full-face mask capability, and the readiness to take on difficult search environments together.
Some searches end at the shoreline. Ours can begin there.
Closure, approached as a team.
Dark water. Limited visibility. Difficult access. Those conditions change how a search is conducted. They don't eliminate the need for closure. TSR exists to bring a trained team — not a lone diver — along with specialized equipment and disciplined search methods, to the searches that require them.
We are not a recreational diving operation. TSR is organized, trained, and equipped the way a deployable team is: multiple Public Safety Divers and Advanced Public Safety Divers on the roster, multiple Public Safety Dive Instructors developing that roster further, and dry suit and full-face mask capability built in from the start.
The roster itself reflects who we serve. TSR is made up of career first responders and dedicated citizen divers, trained to the same public-safety standard and working the same line — because the people who call on us are just as varied: the agencies that request our support, and the families who never expected to need it.

Technology can narrow the search. Divers confirm what is actually there. A deep roster means the work doesn't rest on any one diver. TSR follows a consistent process — reviewing available information, assessing site conditions, building a search plan, and documenting the result — on every case, regardless of size.

TSR sees other public safety dive and search-and-recovery teams as allies, not competition. Families and agencies are better served when capable teams share knowledge, training, and resources rather than working in isolation from one another. If another team is better positioned to help, TSR would rather make the connection than take the case.
